Rural Export 2500: Do You Need to File EEI for Shipments Over $2,500?

Understanding the #1 export paperwork question small U.S. businesses ask
If you run a farm, craft distillery, gourmet food company, or small manufacturer in rural Texas (or anywhere in the U.S.) and you’re just starting to export, you’ve probably typed “rural export 2500” or “$2,500 export filing” into Google. You’re not alone — and yes, there’s a real rule behind it.
What is the $2,500 EEI rule? The U.S. Census Bureau and Customs require most exporters to file Electronic Export Information (EEI) through the Automated Export System (AES) whenever the value of goods under any single Schedule B or HTS code in a shipment exceeds $2,500. This applies even if your total order is bigger — it’s per product classification.
You (or your authorized forwarder) must file before the goods leave the country and provide the resulting Internal Transaction Number (ITN) to the carrier. It’s quick when done right, but skipping it can hold up your shipment or trigger penalties.
When do you NOT need to file?
Everything under $2,500 per Schedule B code (and no export license needed).
Most shipments to Canada.
Certain low-value household goods or humanitarian items.
Real-world example for rural exporters You’re shipping 12 cases of Texas olive oil and 8 cases of artisanal hot sauce to a buyer in the UK. The olive oil (one Schedule B code) is valued at $3,200 → EEI required. The hot sauce is $1,800 → no filing for that line. Simple once you know the rule.
Why small/rural businesses get tripped up Most first-time exporters don’t realize the threshold is per code, not per invoice. Add in tight shipping deadlines and it’s easy to miss. That’s exactly why we built Rural Exports LLC the way we did — we coordinate the right customs broker or forwarder who handles EEI filing (plus all the other compliance layers) so you don’t have to become an expert overnight.
